fan on the 9800 is probably out.. open up the case and replace it (it'll be 4 tiny screws and it'll pop right out- disconnect from the board and buy a replacement.. it happens- it can run fanless but soon as you kick into 3d your gonna need cooling

So your saying the reason the bars show up is because of it over heating and i need to replace the fan? Im just trying to understand what is wrong. I guess that makes sense that it is being heated and cant work right?

could be.. open up the case with the computer running and CAREFULY touch the fan lightly. you should feel some resistance as it keeps spinning past the pressure your finger is exerting on it. if not chances are its dead

Why wouldn't you just look at the fan instead? I don't see why you should even have to touch your fan... it should be plainly visible as to if it's working or not when you open up the case. Software diagnostic programs would also be a decent idea in making sure that it was still working well... it's probably not going to do much to try and gauge the RPM's by eye, but if you have an idea as to the fan's the range of operating speeds you can see if it may be starting to crap out on you.

Do you mean that by touching it and feeling resistance you are able to make sure that it is spinning "strongly", whereas without touching it it could still be spinning but at a relatively slow (and dying) speed without you noticing?

Find Memtest and run it before you jump into that, also locate and use Driver cleaner and install your video drivers cleanly and correctly.
